Actually it tells you how to use the Quick Reply button in the Quick Reply box.
So really, if you can't figure it out, don't post anyway.

I was just saying it's not immediately obvious (i.e. you have to actually read the directions, rather than the old way which was so intuitive, no directions were needed).

 

Doesn't everyone use "Quick Reply" by default?

I mean it's not like there are people stupid enough not to notice it. It's like instead of going straight home you walk one extra circle because you "just didnt notice theres another way".
