You can still base making a color off a color you've seen.

Yeah.

After all in anime there are tons of things going on with hair like stuff that isn't possible even with all the hair gel in the world and colors that is never explained.

How ironic that green is my favourite colour. Plus, for being the nature's colour, that is. But still, the nature of hair is not the nature.
