Is there a way to use "Ö or Ä" in text?

I think it's handled by the system, so it depends on the font you use.

I think there are people who mess with text a lot, but i don't know any names... it's probably possible to get those characters in if you use an international font. Maybe check if/how the European translations on the tribute site did it?

Just plug these in your numpad for the characters:
Ä - Alt + 0196
ä - Alt + 0228
Ö - Alt + 0214
ö - Alt + 0246

Theoretically you could put in the shift-jis characters that would map to those accented characters in utf (or whatever your computer uses)
Most modders here speak american anyways why would you need to make yuor mod speak caravan /s
