I think there's a reason why it's optional.
The Bubbler sucks when it comes to offense but it's a sweet weapon when it comes to defense, I think if the levels were more designed around the Bubbler Lv.3 then it could be a more offensive weapon. Just gotta watch out that you're not already dead.
