No, .bmp is. It's a proprietary file format that takes up way too much space and is bettered in literally every way by .png. .jpg is a file format designed for compressing photos so they don't take up 6 GB when you put them onto your computer, and does so very well. Using pixel art as an example of why .jpg is a bad file format is retarded, because it was never designed for that. Every major image file format has its pros and cons, except .bmp. .bmps are worse in literally every way to other file formats designed to do what they do, namely .pngs. The fact that the image you showed us has artifacts is proof that .jpg does its job well. Any questions?
