It plays when Mimiga Town is empty, regardless of whether you've gotten the Booster 0.8 or not. It's probably better to go look and see for yourself through BL, really. Saves the more important questions to be asked later.

Well isn't it just Safety and Pulse? Technically Access counts but at the same not really since that song only is up for the part where Sue talks to Kazuma after the Egg corridor, otherwise it's just Safety and Pulse.

True, Pulse and Safety just play in the first one while Access is cut-scene only in the second room; but then what would be the point really of having a second Arthur's house? You can just do <CMU0021 during the cut-scene? I guess because the Sue's typing sprites are part of a different npc-sprite-set but that's my best guess.
