There's also OFF and other ones probably. Don't quote me on it. Freeware ain't my expertise.

I haven't kept up with rpgs in recent years... But, let's see...

While I'm not sure about Jrpgs exactly, here are some of the best free RPGs I've played in years past.

Love and War - Act 1 (Long)

Has optional english voice acting, and is a really great game in general. Starts a bit slow with some world building and exploring, but you'll soon meet the main characters. And things take off from there.
I highly recommend it. It was also a featured game on RPGmaker.net.

The guy who made this is trying to make additional games in this world, but there aren't many people paying attention to his work... If you play it, join the forum and tell him what you thought! He certainly would love to hear it. (The game does not complete the story... this is Act 1. Lots of content though. Tell him, Admiral Styles, if you want to see more!)

Notes: Uses RPGmaker 2000 or 2003? If you want to improve the midi music I recommend getting Virtual MIDI Synth and some sound fonts...

The Way - Episode 1 - 5 (Very long)

Oh boy. This one is a bit hit or miss with some people. But, in my opinion it's one of the best free RPGmaker games you'll find. Very rough around the edges, but huge in scope and accomplishes a ton. Again starts a bit slow, but there's so much you'll find as you progress...
Plenty of RPG here. A bit dark... Really fantastic experience though. Also a featured game on RPGmaker.net.

Also could greatly benefit from Virtual MIDI Synth...

Well, this has the J part definitely. RPG is debatable. It's really a horror adventure, but if you haven't played it, what are you waiting for??

Again might start a bit slow, but it's quite memorable. I think the artwork is what first drew me to it. It also was a featured game on RPGmaker.net.
Pretty well recommended. Not a waste of time! A complete game experience!

Uh... I never got around to playing this properly x) Just played the demo way back. But what I saw really impressed me, and it was completed since.
Pushes the old RPGmaker to its limits. And yep, a featured game on RPGmaker.net.

Forever's End (Medium)

A pretty great looking RPGmaker game with a lot of potential. It'll give you a good experience but, once again not sure if you'll ever see the tale completed...
