Did Ballos Deserve his fate?[End of game spoilers]

I assume he went to hell because he went "So hot...the pain..." after dying.
I personally think he should have gone to "heaven", rather than "hell" for 2 reasons:
1: the king basically caused him to go insane, and make his powers unleash.Ballos would not have had the malicous intention of hurting anyone.
2:Ballos was a good man, who helped many people and made them happy.

What do you guys think?

If he did before he apprehened Ballos, Ballos would've been the best king ever D:...

Ballos sucked, he was hard. I was about to die (1 hp left) and I started spamming my Nemesis, then I won. lol.

Seriously though, Ballos didn't deserve is fate, but he did go to Hell, mainly because whether he wanted to or not, he still killed. Justice isn't like "HAHA. YOU DID IT BUT YOU DIDN'T WANT TO. ITS CONSIDERED MANSLAUGHTER, YOU STILL GO TO JAIL, BUT SHORTER.", he went to Hell, but I'm guessing he didn't go to the 18th level. :/

Did Ballos deserve his fate? Well assuming his fate was truly dying/being dragged to the grave at the end of Cave Story; it is what he wanted. But, his parting words might say something otherwise...

Rather than saying whether or not Ballos deserved his fate, I'll say does Ballos deserve continued torture. No. If he was the good man that we heard about, wife, kids, puppy, guided the people. No... he was tortured horribly in the first place, by the king's orders; and then when he lost his mind and power; he was tortured for as long as he had any remains of sanity.
So now that he is free to die, should he go to hell, and continue to be tortured? No!!!!!!!!!

Still I question what the heck is happening in the end... [and I know a few people have mods to address it :D :D]
