The Spur is nice because it doesn't level down, but it has a much shorter range than the Snake if you don't charge it. As GIR said, charging the Spur won't kill things as fast as the Snake unless you have a time period where you don't need to shoot (not very often in Hell). The Nemesis is the best weapon for Sacred Grounds, I think, and the Snake is best for the Undead Core. Not sure, since I haven't played those areas many times. I'm sure there's lot of Spur vs Snake discussion around here, but I'm too lazy to find it right now.

I can't stand the Nemesis on Sacred Grounds, at least for the first 3 floors. It's not even that useful against Heavy Press, let alone the rest of Sacred Grounda spent dodging exp and taking damage to level it down.
In general it's better to use weapons with huge or no on screen bullet cap in the Sacred Ground, since Curly fires one full power Nemesis shot for each bullet you fire. This is doublet awesome when shooting up, for Massive Damage. Spur puts you at an advantage because it won't level down, so you can be a bit careless when getting hit while wailing on Heavy Press or 1st form Ballos.

If you're having trouble dodging exp/leveling down the Nemesis, it's probably because you're going too slow. It's pretty easy to keep it at level 1 if you are rushing through the level, especially since the butes have a 5 second death animation. It's just perfect for speedrunning hell with its range and damage. The spur just doesn't do enough damage fast enough to be all that useful.

You might be like "but what if you're not speedrunning", but I've found it's actually a LOT easier to beat hell if you speedrun it. The less time you take, the less damage you'll take going through the first 3 floors (3rd floor especially).

I'll have to disagree with that. If you are careful, you don't get hit in hell (except on the 2nd floor, augh). At least, if you are, then you can kill all the enemies to regain health.
If you're speedrunning, sure you take less damage, but you also don't recover much. And you're very likely to get backstabbed by enemies you left alive if you were to stop going forward for even one second.
Also, being careful rentabilizes the Spur since you take the time to charge it.

EDIT: Oh and Spur is way better for the second floor, since you can shoot vertically and stop all the Butes that are following you.

I rarely charge the Spur shots besides on bosses, I just spam the infinite level bullets to get more Nemesis shots.

Fab > sure, but not every enemy is in her (or your) line of sight. So arrows and blocks and flying butes coming diagonally from behind are possible and likely to happen.

GIR > I dunno, maybe the fact that Hell isn't just a flat surface with no walls, or the fact that there are doors blocking the way, or falling blocks, or the player wanting to take some health / super missiles?

There's still rarely a time where you're not moving, besides at the Deleets. It's fairly easy to defend yourself with double nemesis whenever you have to stop (which is close to never).
