D: I can't read this. Some of the kanji I don't know, and are close to illegible as this resolution too.
It seems to just be comments on the game though, something about how graphics, music, and the nintendo (like maybe how the graphics and music are similar to that seen on an NES). Also says they're mimigas from cave story, I think. And about how it's "freesoft" (freeware).
The second paragraph eludes me, but he's talking about some "program", maybe the software he used to make the drawing. (that last kanji is so blurred I can't tell what it is).
