I'm pretty sure that's supposed to be Shisaku (試作) Cutter -- Prototype Cutter*Shisakukatsuta
Incidentally, I have a bunch of notes on the contents of Hack9 from my playthrough a few years ago, and would be happy to do all the translation... if someone can figure out how to decompress, extract, and reinsert the script. It's so good, it really would be nice to have it available in other languages....
