I think Booster's scientific field of specialty was rockets, so I don't know if he has the ability to create sentient robots.
I think Cave Story is quite capable of giving you mental issues. Just look at some of our fine members on the forum.

He seems more partial to thermodynamics imo, I don't see why he'd consider foraying into robotics..
If he really wanted to, chances are he had a good 40+ years to do so. XD
