Is there any possible way to play CS hacks on my 3ds? I think I already know the answer, but it doesn't hurt asking

No. No one has successfully hacked a 3DS as of now.
I think Cave Story is quite capable of giving you mental issues. Just look at some of our fine members on the forum.

Also, doesn't the 3DS stop working automatically (by Nintendo's descision) if it tries to play pirated/hacked/foreign games?

Even when the 3DS does get hacked, and roms are dumped, I doubt we will be able to discuss hacking it here, for the obvious reason that it is illegal.
