They're the dominant species. The Cthulhu seem pretty quiet and unobtrusive (unlike the real Cthulhu), so the Mimigas went ahead and took over the island.
Man, why did Pixel even put the Cthulhu in there? They serve no purpose that a sign or Mimiga hermit couldn't fulfill.

You can also tell that there are many because when you see a one in a different zone, they say "oho. A soldier from the surface?" or some such nonsense. Who (in real life) is surprised to see the same person over and over and over again? not me
